Canada Provincial Nominee Program (PNP)
Canada's Provincial Nominee Programs (PNPs) let provinces and territories nominate people whose skills they need. An Express Entry-linked nomination adds a large number of CRS points; base streams lead to a separate PR application. Each province runs its own streams, criteria and intake dates.
Who is a PNP for?
- Express Entry candidates whose CRS score is below recent draw cut-offs.
- Workers in occupations a province has listed as in demand.
- People with a job offer, study history or work experience in a province.
What are the two types of PNP stream?
- Enhanced (Express Entry-linked): you need an active Express Entry profile. A nomination adds points and usually leads to an invitation.
- Base: you apply to the province directly, then apply to IRCC for PR outside Express Entry.
Language requirement
Each stream sets its own minimum score. Approved tests are the same as for Express Entry: IELTS General Training, CELPIP-General, PTE Core, TEF Canada or TCF Canada.
Costs and timelines
Many provinces charge their own application fee, in addition to IRCC PR fees. Intakes often open for short windows or by invitation only, and processing times differ by province.

- Submit an expression of interest or application to the province when the stream is open.
- Receive a provincial nomination if selected.
- Apply for PR through Express Entry (enhanced) or directly to IRCC (base).
- Complete medicals, biometrics and police checks.

Can I apply to a PNP without Express Entry?
Yes. Base (non-Express Entry) streams accept applications directly. After nomination you apply to IRCC on paper or online outside Express Entry, which usually takes longer.
Do I need to live in the province that nominates me?
Yes. Provinces nominate people who intend to live and work there. Moving elsewhere straight after landing can raise questions about your intention.
